An interesting idea, but from a spammer's perspective isn't that like multiple pop-ups? I know I'll sound a bit Nielsen here, but making multiple links does at least put the option with the user. But with more integration happening between sites it does sound like a sensible suggestion.

That's quite true. TinyURL even generates a 'preview' link that's a bit longer than usual, but let's you view the content without properly clicking it. This was likely out of response to the spammers who enjoy 'Rick Rolling' people.
But when you consider where you come across TinyURLs, its generally from people you trust or consent to (i.e. through Twitter) - so I'm fairly sure its still just as regulated :-)
